The Civil Rights Act of 1964 The Civil Rights Act of 1964 was known as an end to racial segregation. It was brought about by a number of things including the effects of major events mostly involving riots. State and federal legislation needed it to be passed along with many social movements that influenced its decision. It is no question that it heavily changed America for the better by turning us into a melting pot and making us see that everyone should be treated as equals. It is important to remember that this act was not only beneficial to the time in which it was enacted, but it has affected our future by sustaining society. Today we continue to fight to outlaw discrimination within our nation, and thanks to the passing of this act we are able to be strong and help support the removal of unequal protection for all citizens. The general public has always deserved to be treated with the same rights that every White American is given. This act needed to be passed in order to see the harm we were causing by seg regating people. America has grown so much since the act was established, and with it by our sides everyone can be able to have the rights they all truly deserve. Without this act in effect, the impacts on our country would be dire. We needed this act in order to flourish as one nation and continue to build movements against any discrimination. Ironically it is mainly Zorba who educates his boss, the narrator, who is a university-educated intellectual. The narrator learns from Zorba the realities of life, particularly concerning love and freedom. The book is basically a protest on the poverty of modern intellectual life. The narrator eventually realizes how stunted a life he had led, a life that has always gone through metaphysical and intellectual scrutiny. Freedom can be said to be the antithesis of reason. To be absolutely free (theoretically) one must abandon reason. The modern man, exemplified by the narrator, is burdened by existentialist questions that fail to make for a happy life, one such as Zorba leads. Instead of suppressing the fun-seeking irrational mind, humans should exploit this side of human nature as a catalyst of charge. By embracing human folly as inevitable, one can achieve the full potential of freedom in life.

For manystudents, completing all the questions before running out of time is a serious challenge. If you're one of those who struggles to finish the test in time, skipping can be a real asset. But how many questions can you skip for a good score on the SAT? In this article, I’ll let you know how many questions you can skip or get wrong for 1280 out of 1600. I qualify 1280 as a good score since it is approximately between the 81st and 85th percentile for all test-takers. However, exactly what a good score is for you depends on what college you hope to attend. For guidance on how to determine what SAT score you should shoot for, check out our guide to calculating your target score. Even if your goal isn't exactly 1280, this guide can help you understand how many questions you can afford to skip to achieve the score you want. How Is the SAT Scored? To calculate how many questions you can skip for 1280, you need to know how the SAT is scored.Below, I’ll provide a short explanation, but if you’re interested in reading a more in-depth explanation, check out our guide tohow to calculate SAT score. NOTE: The essay is not factored into your composite SAT score (400-1600 scale), so I will not discuss it further in this article. However, for more information on the new SAT essay, read our other guide. On the new SAT, there is no penalty for incorrect answers (no minus points), so skipping or answering a question incorrectly results in the same score. You get one point for every right answer since there is no wrong answer penalty, soyou should bubble something in for every question. When Idiscussskipping in this article, I really mean guessing randomly because you should not leave any bubble blank. For the Math section, you simply get a raw score, which is just the number of questions answered correctly (if you answered 40 correctly, your raw score is 40). For the Evidence-Based Reading and Writing section, you get two raw scores: one for the Reading portion and one for the Writing and Language portion. Again, your raw scores are just the number of questions answered correctly. Each raw score is then converted into a scaled score- the exact conversion varies by test date. However, the College Board provides this example chart from their SAT practice test as an estimate: Once you convert your Math raw score to scaled score using the conversion chart, you have your final section score. For example, if you got a raw score of 53 in Math, your final section score would be 740. Evidence-Based Reading and Writing is slightly more complicated. You first need to convert your two raw scores into scaled scores using the chart. For example, if you had a raw score of 44 in Reading and 41 in Writing, your scaled scores would be 35 and 37, respectively. You then take these scaled scores add them together and multiply by tento get your section score: (35 + 37) x 10 = 72 x 10 = 720 Now that we have covered the basic scoring, let’s return to the original question. NOTE: As I mentioned earlier, since there is no penalty for wrong answers, skipping or answering a question incorrectly results in the same score. Therefore, you can skip or answer incorrectly the same number of questions to receive 1280. Also, as I said before, each test date has a unique conversion scale from raw to scaled score, meaning each test date has a different answer, so the answer to this question is not exact. To find the typical number of questions you can skip for 1280, I analyzed eight real SAT practice tests and found the number of questions you could skip to get 640 in each section. I put my findings in this table: Section Math Reading Writing Total Test 1 15 13-14 9-10 37-39 Test 2 18 12-13 9 39-40 Test 3 19 13-14 43-44 Test 4 21 -12 10- 42-44 Test 5 16 10- 10- 36-38 Test 6 16 10 37 Test 7 14 -12 9-10 34-36 Test 8 18 9-10 9 36-37 From the above table, the average number of questions you can skip/get wrong to get 1280 is 38. However, it is important to note that the number of questions you can skip/get wrong to get 1280 depends on the section in which you are skipping the questions. For Evidence-Based Reading and Writing, you can skip/answer incorrectly on average 9 questions on the writing portion and 12 questions on the reading portion. For Math, you can skip/answer incorrectly on average 17 questions between the calculator and no-calculator sections. REMEMBER, this is if you got every single other question correct, which is very difficult. I don’t recommend you skip this many questions, as you can’t guarantee you get every other question correctly. I’ll explain more about this strategy below. What Does This Indicate About Skipping/Answering Questions Incorrectly? If you’re not seeing improvements in your SAT prep and are barely finishing the sections in time, just bubbling in random answers for certain questions may be a better strategy for you. You also can create an exact plan of attack according to your strengths and weaknesses. For your unique plan, consider what section you are struggling the most in whether it is Math, Reading, or Writing. Try to skip the maximum number allowed in that section. Make sure you always bubble in a random guess for those questions (you’re not penalized for guessing, and if you randomly guess right, you get free points!). Make sure you plan to skip/bubble in the harder questions in that section: If you struggle in Math, you should know on the Math section that the multiple-choice questions are ordered from easy to hard, and the grid-ins restart with easy questions and then move towards harder questions at the end of the section. You should try to spend your time trying to answer the easier questions in Math correctly (the beginning questions of the multiple-choice and grid-ins), and consider just bubbling in a random answer for the harder questions (since you’re not penalized for guessing). Make sure if you use this strategy that you’re answering enough questions to get your score desired score. For example, if you’re aiming for 1280 (640 in Math), I’d recommend answering at least 50 questions and then bubbling in random answers for the other eight questions. This way you give yourself a cushion; you can answer five questions wrong and still get 640. As I said, answer the easier questions, and bubble in the harder questions (end of multiple-choice) and consider skipping the end of the grid-ins (since you won’t be able to guess on those since they’re not multiple choice). On the Reading test, you should spend your time trying to answer easier questions correctly and consider just bubbling in a random answer for the harder questions. Make sure if you use this strategy that you’re answering enough questions to get your score desired score. For example, if you’re aiming for 1280 (640 in Evidence-Based Reading and Writing), you can afford to skip five hard questions and just bubble in random answers for the harder questions. If you answered four or five incorrectly, you’d still get a 640. On the Writing test, you should also spend your time on easier questions first and bubble in at least a few of the harder questions randomly, rather than spending the time to think them through. If you use this strategy, you need to double check that you’re answering enough questions to get your score desired score. For example, if you’re aiming for 1280 (640 in Evidence-Based Reading and Writing), you can afford to skip four hard questions and just bubble in random answers. Even if you answer three or four other questions incorrectly, you’ll still get a 640. WARNING: You need to incorporate this strategy into your preparation! Do not just plan to skip the day of the exam without practice. In your practice, start by trying to skip/bubbling in randomly the maximum number allowed and see how it affects your score. If the first result is positive, and you see score improvement, simply continue skipping that amount of questions. If at first you get a lower score, try skipping half the number of questions allowed and see how that shifts your score. Keep adjusting until you find the maximum number you can skip to get your desired score. Focus on getting the questions you do answer right! History of The Mackinac Bridge

Since Nov. 1, 1957, when the Mackinac Bridge opened to public traffic, the iconic symbol has stood as solemn testimony to mankind's engineering abilities. The Mackinac Bridge is made up of more than one million tons of concrete and steel. Its towers rise 552 feet above the Straits of Mackinac and reach 210 feet below the waves. From May 7, 1954, until late fall of 1957, about 3,500 laborers worked in and over the Straits of Mackinac constructing the bridge. The project cost the lives of 5 men. In addition, 7,500 people labored in offsite job shops and quarries from Duluth, Minn., to Pittsburgh, welding, forging and assembling steel, mining rock and mixing concrete. There was a total of 85,000 blueprints printed for the construction of the Mackinac Bridge.Construction began on the bridge on May 7, 1954, following years of debate on how to best cross the Straits of Mackinac. Everything from a tunnel to a series of causeways, tunnels and bridges going from Cheboygan to Bois Blanc Island to Round Island to Mackinac Island finally ending in St. Ignace- before a single suspension bridge with two towers was ultimately chosen. This was made possible because of Steinman's experience with other bridge projects, with it prompted him to encourage private financing for the Mackinac Bridge. The bridge was financed through a unique bond sale that covered its $100 million cost without using state or public funding. The bonds sold to pay for the Mackinac Bridge were retired July 1, 1986. To anchor the 100 million gross tons of the Mackinac Bridge, man-made mountains were required to be built in 88 feet of water. The anchor blocks- piers 17 and 22-were to become the beginning and end of the world's longest suspended span to date. The harbor at St. Ignace became the home base for Merritt-Chapman and Scott's marine construction equipment, regarded in 1954 as the largest gathering of its type ever assembled for a civilian project. St. Ignace was the location for land-based construction of the giant steel foundations and bridge support pieces. Decompression sickness, or â€Å"the bends,† was a constant threat to the safety of the divers who worked in the extremely cold, deep water of the straits. Commonly told among school children an ironworker who lost his footing fell to his death. It's said he landed in newly poured concrete, where his body lies today, preserved beneath the bride connecting the two peninsulas of Michigan. While historians say no iron, worker is encased in concrete, five people did die in accidents related to construction of the bridge. One died when he surfaced too quickly, a welder died when he fell into an underwater retaining structure, a worker fell from a short distance into the water and drowned, and two others fell 550 feet from a catwalk near the North tower, according to the authorities. Of the two workers who fell from the catwalk, one body was recovers immediately and the other was never found. Mackinac Bridge workers, like many workers involved in an intense high-stakes project, enjoyed a special camaraderie that they still speak of today. There was a feeling of togetherness, of them all being in the same situation, and of beating the odds. There was also a concern for each-others safety and welfare, with many of the men becoming lifelong friends. A new record for underwater consolidation of concrete was set in the spring of 1955, when work resumed after a long winter of ice and snow. During the 31 days of May that year, 103,000 cubic yards of concrete were poured into foundations of the Mackinac Bridge. A final step before the cables were encased in a protective piping was a coat the wire in a corrosive-resistant, â€Å"red-lead† paste. This was done to protect against rust and corrosion, two factors which could seriously compromise the integrity of the suspension system. The coating was a terrific success, as annual inspections done by removing the piping reveal little to no damage done by the forces of nature. Besides the main suspension span, the Mackinac Bridge is really constructed of a series of smaller, conventional bridges that would span many wide, formidable rivers and gorges. The building of these linked spans took place for the most part on land. All the work was done within sight of ferryboat passengers, crossing for the last 35-minute trips before they would be able to drive across the new route in less than 10 minutes. Michigan's miracle Bridge was becoming a reality. Workers were issued a safety helmet complete with miner's light and a life jacket for the boat trip out to the job site. Beyond that, all they took along was their lunch. The men would then leave the lifejackets on board for the next crew, disregarding the fact that they were working around very deep water that could be extremely cold. The general highway approach to the bridge was being formed at Mackinaw City, where a viaduct took the highway over the villages main street, Central Avenue. The date was July 22, 1957, and inclement weather delayed the raising of the final piece of Dr. David B. Steinman's geometric puzzle to conquer the Straits of Mackinac. That evening, the last section was raised and bolted into place, connecting the steel of a bridge that would tie Michigan together as a state. All suspension bridges are designed to move to accommodate wind, temperature change, and weight. Thanks to the open grating installed on the middle two lanes of the Mackinac Bridge, the design flexes easily when necessary. Wind water and snow easily passes through the grates surface. The completed tollbooth and administration building were readied just in time for occupancy before the Mackinac Bridge opened for business. The last job to get the Mackinac Bridge ready for traffic was to coat the concrete traffic lanes with a layer of bituminous asphalt, completed only days before the official opening. Tolls have always been a staple of the bridge to offset the costs of construction and maintenance. Opened on Nov. 1, 1957, tolls were set at $3.25 per passenger vehicle. In 1961, tolls rose to 3.50 and again to $3.75, where they stayed until 1969, when the Legislature passed funding for the authority and tolls were lowered to $1.50 for a passenger vehicle. The cost for traversing the bridge remained at $1.50 until 2005, when it was raised to $2.50, because of increased maintenance costs, Sweeney said. The Mackinac bridge is the third-longest suspension bridge in the world behind the Akashi Kaikyo Bridge in Japan at 12,826 feet between suspensions and the Great Belt Bridge in Denmark at 8,921 feet. Both bridges opened in 1998. At 8,614 feet between suspensions, the Mackinac Bridge is the longest suspension bridge in the Western Hemisphere. The total length of the Bridge 28,372 feet. It links Mackinac City in the Lower Peninsula. At just over five miles, the bridge is long enough to cause some trouble for crossing motorists who fail to fill up their gas tanks before crossing. To keep the bridge looking pristine, workers spend countless hours and use myriad gallons of paint. â€Å"Every year we use around 50,000 gallons for spot painting,† said Sweeney. Of the paint used each year, 45,000 gallons of green is used on the lower sections and cables, while 5,000 of ivory is used on the structures. Because of an $80 million maintenance plan, the 50-year-old structure is expected to have an infinite lifespan. Overhead highway lighting was installed to make nighttime crossings of the bridge safe and enjoyable. The bridge lighting could be seen for miles from either the Mackinaw City or St. Ignace shores, and cable lighting provided a further distinctive accent. One thing that bridge workers did not do before the bridge opened was paint it. The construction schedule dictated a November opening, and painters needed warmer temperatures before they could begin the big job of painting such a large structure.On November 1, 1957, traffic officially opened on the Mackinac Bridge. A huge story, the event attracted 150 newspaper men from throughout Michigan and neighboring states that included Wisconsin, Illinois, Ohio, Indiana, New York, and Ontario. The First Australians is a poem expressing Troy Hopkins’ hatred towards white settlers because of how they claimed Australia and labeled the natives ‘Aboriginal’. He called it an invasion, not a settlement and he says that the natives were the first ones there so they shouldn’t call them â€Å"aboriginal†. Hopkins then tells how the white settlers spilt the native’s blood on ‘sacred ground’ and they get rewarded for it. Hopkins speaks of Lex Wotton who is an aboriginal man who helps other aboriginals in places that they struggle such as court, because the juries are white australians. Lex Wotton eventually went to prison and is now an inspiration to Hopkins. The author then goes on to talk about an aboriginal by the name of Richard Saunders, who was an aboriginal who died in prison due to poor treatment, Hopkins explains how no ‘Blacks’ are taken care of in prison because they are ‘expendable’. Hopkins says that he has ‘seen a pattern’, which is that aboriginal people are persecuted worse than white Australians and even half-cast aboriginals. Hopkins talks about how his daughter is a half-cast aboriginal and she wants to have true black skin like her father, but he tells her that she doesn’t want that because to him it is a curse. Hopkins believes that to the aborigines, Australia is a dictatorship, not a democracy. The author thanks the SBS channel for sharing the aboriginals beliefs and that it’s kept them hopeful that some white Australians believe the same. Hopkins ends with a powerful line which reads ‘Aboriginal is abbreviated, it means Abolish Original. We are The First Australians here; they are convicts, which are criminals’. ‘GAGADJU WAYS’ By Bill Neidjie: In the poem ‘Gagadju Ways’, the poet Bill Neidjie talks about the old, traditional Aboriginal way of life and how the old practices are slowly vanishing due to colonization. the poem is written in a peculiar way, a simple yet grasping format which puts across the views in a straight forward fashion. the poet first reminices that when he was growing up, he had good people around him. He says that the people now are a bit wicked. due to colonization he met have met some ‘foreign’ people living in his own country and yet not treating him nicely. there is a posibility that he misses the companionship of his own people before the ‘outsider’ stepped in and began dominating him. They tried to made him feel like a stranger in his country. Nextly he tells us how the white man brought school and the Aboriginals began losing all their knowledge. It got in the way of their traditional upbringing and acted as a binding on them. the white man’s ‘education’ brought them no good. the poet talks on the behalf of all other native people and says that they never damaged the earth. when he burns grass, new grass comes up and it leads to new life. More animals come in that area after this burning. The native’s people camped at different places during different seasons but the white man doesn’t understand this. The natives look after the earth, they do not spoil it. But once again we see that the invader is unable to understand the relationship between the natives and the nature. The white man wants to exploit the land in the country to earn money from it. But the poet says that money is nothing to them, they are not crazy for money as the white man is. The natives need the earth to live because when they die, they’ll become earth. The earth is their mother and their brother. That is why they ask the invaders to leave their sacred land alone. They cannot bear their land been taken away from them because they are given birth by the earth and when they die, their ashes are going to be a part of the earth too. This poem shows us how beloved the earth is to the Aboriginals. ‘OKAY, LET’S BE HONEST’ By Robert Walker Robert Walker’s poem ‘Okay, Let’s be Honest’ is a heart wrenching poem about the suffering of an Aboriginal boy. He tells us honestly that he is no saint, he wasn’t born in heaven. He is called a bastard, animal and trouble maker by many. He admits that he has been mean and hateful. Since the age of eleven he had been in and out of jail. He confesses that he has been dangerous and commited crimes. Then he suddenly tells us that he has always cursed his skin which is neither black nor white, just another ‘non-identity’, fighting to be Mr Tops. The accusers who have called him an animal were the silent audience when his brothers were getting smashed. His memory is still wet with his mother’s tears and by his father;s grave. His family was one among the many black families who were alona and lost in the race for money. He was made aware of his differences right from a very young age. His pains educated him to either fight or lose. He was discriminated and exploited as a stranger in his own land. The scars on his brain can never be erased now and they keep him reminding how the others abused their sacred land. He is frustrated with the white man’s way of life and resists to live like him. Full of anger and complaints, he asks the white man that why is he made to live like a slave and earn the things which were once free. He refuses to be pushed aside and tramped on. He will not close his eyes to the sufferings of his people. He can no more pretend to not know what the white people are doing to his people. He shouts out in rage and says â€Å"Why do I have to close my eyes, and make believe I cannot see just what you are doing: to my people- OUR PEOPLE- and me? He is not one side at all and wants the other to came and experience the lonliness and confusion he feels within the seven by eleven cell of the prison. He again repeats that he is no saint but then surely he wasn’t born in heaven. This is a very strong and evocative poem that depicts the anger in the minds of the blacks in Australia. FROM THE ENGLISH QUEEN By Henry Lawson: The poet addresses the English Queen as an ordinary woman. She is kept in a palace and people worship her. The poet boldly says that those people must be blind to call that ‘dull old woman’ the ‘Queen’. The reason for the poet to be so openly rude about the Queen is that she has reigned for so many years but has scarcely done a kind deed to anyone alive. It is said in scorn that the poor sre starved the same day she was born. The poet complains that yet she is praised and worshipped for being nothing more than an ordinary woman. Henry Lawson goes to the extent of calling her a ‘cold and selfish’ woman because he sees no point in praising her for she has never brought happiness to anyone. The Queen might be great for many but for the poet she is just a cold hearted woman who usurped his land and has no sympathy for the people. Thus a Queen who makes people suffers is no fit Queen in the eyes of the poet. ‘NOBODY CALLS ME A WOG ANYMORE’ By Komninos Zervos: The poet begins with the poem stating that nobody calls him a wog anymore. He is respected as an Australian, an Australian writer, poet. But this respect didn’t come on it’s own for the poet had to fight for it. He asserted himself as an Australian and as an artist. He stood up and screamed and fought for his identity. He teels Australia that it likes it or not but the poet is one of it. He saya his first name Komninos is rather unusual but now Australia is stuck with it and cannot do anything about it now. He tells Australia that they both need eachother. He concludes the poem by saying that he likes ustralia now because it has stopped calling him a wog and calls him ‘the Australian poet, Komninos! ’. This is a weird yet fun poem which shows us how the poet rightfully asserts his right on Australia and merges to become a part of it. ‘WHO ARE WE? ’ By Richard G Kennedy. Richard G Kennedy opens the poem with a question that asks where an aboriginal can truly be free in Australia, and how everything changed when the Europeans settled in Australia. The life before the white settlers was ‘Idyllic’ and that they had a ‘Oneness with nature’ and that they can never have that back. Kennedy explains how aboriginals now live in poverty and resort to crime to get through each day. The author tells how this is wrong and that nature is pained by the loss of the true aboriginal race. The aboriginals have no identity and are not heard amongst the white Australians. The punishment for white Australians is that the ‘Vengeful Spirit will awake’ and the earth will be cleansed of the white race. Kennedy says it’s destiny and that there’s no going back. Thus through these poems we see how varied in culture and history Australia is. The first thing you want to do is check to make sure the clothes you buy fit these requirements. Specific slacks or shirts with collars are common, and even colors can be dictated at times, so be sure youre in accordance with the guidelines. Not sure what they are? If you cant find it there, ask the student life office or check with admission, and someone can point you in the right direction.   Dress in Layers You may want to dress in layers, even if you dont have a dress code that requires it (many private schools require blazers). Bring a light jacket, cardigan, or even a vest to wear, as some rooms can get chilly with the air conditioning on, while others may not have air conditioning all. If  youve just lugged a backpack across campus in 80-degree heat, well, youre going to want to be wearing something lightweight and cool once you get settled.   Make Sure Everything Fits Well This may seem obvious but is often overlooked. The first day of school is stressful enough, trying to find the right classrooms and where to eat lunch, so having to constantly pull at a shirt that is too tight or pants that are too loose can be a huge distraction. SEZ – Challenges Before Indian Economy Introduction : Over the years it has been seen that the growth rate of the Indian economy, employment generation, improvement in the standard of living of the people has not been as expected.It was realized that foreign (and even domestic) investments in India were much lesser as compared to the much smaller South East Asian countries mainly due to multiplicity of controls and clearances, absence of world class financial infrastructure, etc. With a view to overcome the shortcomings experienced in attracting investments, increasing exports and accelerating economic growth the Special Economic Zones (SEZs) policy was introduced by the then NDA government in April 2000.This policy intended to make SEZs a tool for economic growth supported by quality infrastructure complemented by an attractive fiscal package, both at the Centre and the State level, with the minimu m possible regulations Further, to instill confidence in investors and signal the Government’s commitment to a stable SEZ policy regime and with a view to impart stability to the SEZ regime thereby generating greater economic activity and employment through the establishment of SEZs, a comprehensive draft of SEZ Bill was prepared after extensive discussions with the stakeholders.The over enthusiasm to push the SEZ policy as an instrument of rapid industrialization has met with a series of roadblocks especially after the Nandigram incident. The SEZ policy is a part of the policy of â€Å"Growth at any Cost†, with the cost falling on the marginalized section of the rural population. Thus, those who gain and those who lose will be different sections of the population. This simply means that the SEZs are not Pareto-optimal over a situation where SEZs are absent. Therefore, this policy can lead to various socio-economic and political challenges.Meaning of SEZs? The Special Economic Zones (SEZs) are well developed enclaves of industrial infrastructure with plots, built up space, power, water supply, transport, housing etc. Besides industrial facilities, the SEZs provides social infrastructure including schools, hospitals, roads, hotels and the like. The SEZs are specifically delineated areas wherein units may be set up for specified purpose of manufacturing or trading or rendering services or providing warehousing facility for exports.In terms of the Section 2(i) of the said SEZ Act 2005, the Domestic Tariff Area (DTA) is defined to mean the whole of India (including its territorial waters and continental shelf) but not including the areas of SEZs. Furthermore, section 53 of the said SEZ Act provides that the SEZ shall be deemed to be a territory outside the Customs territory of India. The legal implication is that the SEZs are treated as the foreign territory for the purpose of trade operations, duties and tariffs.In other words, goods and services go ing into the SEZ (from the DTA) are treated as exports and goods and services coming from SEZ into the DTA are treated as imports. Therefore, domestic laws do not generally apply to the SEZs and the units therein. In short, SEZs will be considered sovereign territories of MNCs setting up shops there and ordinary Indians will require passports to enter these enclaves. Historical Background & SEZ Act: The SEZ Act was enacted only recently, in 2005, but the origin of the SEZ scheme can be traced to as far back as 1965 when the Kandla Free Trade Zone (FTZ) was started.Thus there were Export Processing Zones (EPZs) in the country well before the new legislation was enacted, but these were few in number (only eight, operated by Central Government) and did not have a major impact on exports or investment. This led to a comprehensive review of the policy framework for existing EPZs/FTZs In 1999, which included a study of many SEZs world-over. The finding of the study was that there was scop e for significant improvement in export performance through policy changes relating to DTA access, export obligation, etc. The concept of SEZ was given to India by late Shri.Murasoli Maran, former Union Commerce Minister. During his China visit he had a occasion to visit some of the SEZs in coastal regions of China. He observed the contribution that these SEZs have made to the Chinese exports and was deeply impressed by the progress achieved by SEZs and their overall impact on the economy. Back at home, he introduced the concept of SEZs in the EXIM policy-2000. He was very much interested in creating some SEZs in India and develop them on the lines of SEZs in China. He wanted to use the concept of SEZs to achieve a speedy economic growth in India.As a result, the Special Economic Zones Act was passed by Parliament in May, 2005 which received Presidential assent on the 23rd of June, 2005. After extensive consultations, the SEZ Act, 2005, supported by SEZ Rules, came into effect on 10 th February,2006, providing for drastic simplification of procedure and for single window clearance on matters relating to Central as well as State governments. Objectives of SEZs: The SEZs are primarily viewed as elements of the Government’s export promotion strategy but that is not entirely correct. They are expected to benefit the economy in multiple ways, as spelt out in Section 5 of the said SEZ Act.Herein it is provided that the following factors should be considered by the Board of Approvals in Approving proposals to establish SEZs: (1) Generation of additional activity (2) Promotion of exports of goods and services; (3) Promotion of investments from domestic and foreign sources; (4) Creation of employment opportunities; (5) Development of infrastructure facilities; It is expected that this will trigger a large flow of foreign and domestic investment in SEZs in infrastructure and productive capacity, leading to generation of additional economic activity and creation of employment opportunities.Here it is important to mention that in case of India, the key element for the success of SEZs are political will and commitment, removal of bureaucratic hassles, labor reforms, better fiscal incentives and continual review and monitoring of the functioning of SEZs and adoption and application of correctives. Criteria for Approvals: 1) SEZ size not to be less than 1000 hectares, recently it is scaled down to 5000 hectares & further to 1000 hectares (2) Sector specific SEZ can be set up in lesser area 3) Local Laws, Rules / Regulations applicable to SEZ & Units there in (4) Units to be approved under the SEZ scheme, by the Unit Approval Committee headed By the Development Commissioner. (5) The minimum processing area limit has been fixed at a Uniform level, at 50% of the total land acquired, for multi product and sector-specific SEZs Scheme to Develop / Operate / Maintain SEZ: The SEZs can be developed and managed either jointly or separately by the Central Government, State Government, or Any Person (including a Private orPublic Limited Company, Partnership or Proprietorship), for manufacture of goods; or for rendering services; or for both; or as a free trade and warehousing Zone. Incentives for Developers of SEZs : Developers and SEZ units shall be entitled to the following exemptions and concessions: 1) Exemption from customs duty on goods imported into the SEZ by the Developers or SEZ Unit to carry on the authorized operations; 2) Exemption from customs duty on goods exported from the SEZ by the Developer or SEZ Unit to any place outside India; ) Exemption from excise duty on goods brought from Domestic Tariff Area (â€Å"DTA†) to the SEZ by the Developers or SEZ unit to carry on the authorized operations, 4) 100% Income Tax exemption on export income for SEZ units in the first 5 years and 50% for the next 5 years. 5) Exemption from service tax on taxable service provided to a Developer or unit to carry on the authorized op erations in a SEZ 6) 100% of the profits of the developer arising from the business of developing an SEZ, shall be deducted from taxable income ) The developers of SEZ are not required to pay Minimum Alternate Tax. We have taken the case of SEZs in China and analyzed the effects on arable land, water, environment, health, income equality, poverty, etc. Some of the most striking effects of SEZs in China are as following: 1) during the period of 1996-2005, SEZs in China, have caused diversion of more than 21% of arable land to non-agricultural usage.Per capita land holding now stands at a meager 0. 094 hectares. This is when China has to feed 22% of the world’s population on only 7% of land, and every year, an additional 10 million people have to be fed. As more arable land is taken over for urbanization and industrialisation, issues related to changes in land use have become a major source of dispute between the public and the government. 2) In just thirteen years, between 1992 and 2005,about 20 million farmers were laid off agriculture due to land acquisition for SEZs.Protests against land acquisition and deprivation have become a common feature of rural life in China. Social instability in China has become an issue of concern. In 2004, the government has admitted to 74,000 riots in the countryside. 3) Whereas a few years ago, excessive and arbitrary taxation was the peasants’ foremost complaint, resentment over the loss of farmland, corruption, worsening pollution and arbitrary eviction by property developers are the main reasons for farmers’ unrest now. 4) China set up its first SEZ, Shenzhen in 1979.After growing at a rate of around 28% for the last 25 years, Shenzhen is now paying a huge cost in terms of environmental destruction, soaring crime rate and exploitation of its working class, mainly migrants 5) In 2006, the United Nations Environment Programme designated Shenzhen as a â€Å"Global Environment Hotspot†, meaning a region that had suffered rapid environmental destruction. 6) According to Howard French, the New York Times Bureau chief, most of the year, the Shenzhen sky is thick with choking smoke, while the crime rate is almost nine- fold higher than Shanghai.The working class earns US$ 80 every month in the sweatshops and the turnover rate is 10% – many turn to prostitution after being laid off. Further, real-estate dealers have stockpiled houses which have caused prices to spiral and have created a new generation of people, French calls them as, â€Å"Mortgage Slaves† in an article in the International Herald Tribune on 17th December,2006. 7) The mindless pursuit of growth following the model of high input, high consumption and low output has seriously impacted the environment.In 2004, China consumed 4. 3 times as much coal and electricity as the United States and 11. 5 times as much as Japan to generate each US$1 worth of GNP, according to the The Taipei Times, some 20% of the population lives in severely polluted areas and 70% of the rivers and lakes are in a grim shape. 8) Around 60% of companies that have set up units in the country violate emission rules. According to the World Bank, environmental problems are the cause of some 3,00,000 people dying each year.The Chinese government has admitted that pollution costs the country a staggering $200 billion a year – about 10 % of its GDP. 9) While export-driven policy for economic growth has helped China touch record growth figures, the income gap is widening and rapidly approaching the levels of some Latin American countries. Going by a recent report by the Chinese Academy of Social Sciences, China Gini coefficient – a measure of income distribution where zero means perfect equality and one is maximum inequality – touched 0. 96 in the year 2006. In comparison, income inequality figures are 0. 33 in India, 0. 41 in the US and 0. 54 in Brazil. Further, the rural-urban income divide is staggering – annual income of city dwellers in China is around US$1,000 which is more than three times that of their rural counterparts. 10) In certain areas such as asset distribution or years of schooling China’s levels of inequality ar e lower (i. e. , more favourable ) than India. However, when one looks at it at the aggregate level, the picture is different.The levels of inequality in China have been rising through the last three decades, whether between rural and urban, within them, or on an aggregate basis. According to Zhu Ling, between 1978 and 1995, the Gini coefficient of rural income increased from 0. 21 to 0. 34 and that of the urban from 0. 16 to 0. 28. 11) With the Chinese economy opening up rapidly post – 1995 and also due to the massive concessions that China was forced to make in order to join the WTO, the trend continues and the aggregate Gini coefficient in 2006 was around 0. . Lessons India should learn from China: There are far reaching negative impacts of SEZ policy in India. It is normally advocated that India should learn from China. It is big failure there in China on the grounds of food shortages that may arise in future due to land acquisition, environmental problems etc. , therefor e India should consider the following while implementing the policy of Special Economic Zones – 1) Following China, India is replicating a similar model where vast tracts of a agricultural land are being acquired for creating SEZs and other industries.Therefore it will have the similar impact on the environment as in the case of China, as the dirty industries may enter in these zones. Further with drastic changes in labour laws favouring industry being considered, the plight of workers in these SEZs will be similar to those in China. Hence, such a model of development is environmentally unsustainable and socially undesirable. 2) It is now widely acknowledged that Chinese exports have also been boosted by its undervalued currency something which is turmed as an â€Å" effective subsidy†. This is a luxury that Indian exporters do not enjoy.Therefore, the argument for setting up SEZs to emulate China’s export-led growth is questionable. 3) Is export-driven growth t hrough SEZs desirable for India? There is no doubt export play a significant role in boosting GDP. However in the case of a country with a sizable domestic market, the choice lies with the producer to either export or supply to the domestic market. 4) According to Ila Patnaik of the National Institute for Public Finance and Policy, household consumption in India at 68% of the GDP is much higher than that of China at 38%, Europe at 58% and Japan at 55%.Given the high level of consumption of Indian households, it is quite possible that this rush to set up SEZs in India is fuelled not by the desire to export out of the country but by the possibility of exporting from SEZs into the Domestic Tariff Area (DTA). The SEZs act is also designed to facilitate this. Any unit within the SEZ can export to the DTA, after paying the prevailing duty, as long as it is a net foreign exchange earner for three years. It is therefore a win-win situation for these units. ) The soaps in a SEZ will reduce t he cost of capital while labour reforms will ensure trouble-free operations. Further, given the considerable international pressure to reduce industrial tariffs, SEZs will be able to export to the DTA at highly competitive prices. This does not augur well for units outside the SEZs who will now face unfair competition. As cheaper imports have already played havoc with the livelihoods of artisan sector of the economy, cheaper imports into DTA from SEZs will also adversely affect the domestic.No wonder many of them now want to migrate into SEZs. 6) In a country with 65% of the population depending on agriculture as a means of livelihood, industry ought to be complementary to agriculture. Though SEZs however, industry is being promoted at the cost of agriculture. This is the reason why Indian farmers all over the country are not willing to depart from their farm lands. It is witnessed on 21st Sept,2008, where 85% of the farmers from Raighad District have voted against the SEZs. ) Valua ble resources spent to create SEZs will be at the cost of building better infrastructure for the rest of the country, something that will affect both the domestic industry as well as agriculture. Challenges before Indian Economy: Given that India’s socio-cultural and economic scenario is altogether different from that of China’s, it is debatable whether SEZs prove to be a success here. In the words of, Sunil Rallan, MD of Matadee Eco Parks,† The Indian government’s SEZ policy is superior to China’s in terms of legislation but has failed in the implementation process. Thus while SEZs may be loudable idea it is doubtful whether it is the right policy for the basic problems of heterogenous country like India. Replicating the Chinese model, India may end up not only with insufficient SEZs but also with reintroduction of the era of famines, water crisis, riots, pollution, etc. , and many more socio economic and political problems. We have taken the case of existing SEZ units (and the units which are slated to be set up in days to come) and analyzed their socio-economic effects on the Indian economy. 1) Threat to Food Security:According to the website of the Commerce Ministry, totally about 41,700 hectares of land is to be taken for the formally approved and notified SEZs. Land acquired on such massive scale has posed a threat to the food security of the country. Already, India’s food security is in a precarious state and the country has to import food grains including wheat, pulses and oilseeds. In this scenario if our arable land is diverted to establishment of SEZs, it will create a major food security problem in the country.Studies in West Bengal have shown that loss of food grains production due to SEZs would be of the order of 1. 5 million tones. This can create a serious shortage of food grains in the coming years. 2) Threat to Water Security: The SEZs are going to be set up by acquiring huge tracts of land. When the l and is acquired on such massive scale, the water requirement for such SEZs would be huge and would have very large impact on water access for the surrounding area. The SEZs at such locations will also have impact on irrigation and agricultural development.Available information about the water needs and sources of water for various SEZs should ring alarm bell. For example, the massive water demand, at least 8 million liters per day, for The Mahamumbai SEZ is to be met by the Hetwane and Morba dams in Pen and Khalapur tehsils in Raigarh districts. In a situation where, farmers had to struggle to get irrigation water due to them from these dams, the huge water requirement for Mahamumbai SEZ would definitely lead to the water crisis. Forum of Manglore has quoted that the Manglore SEZ’s water requirement is at a hoping 136 million liters a day.When Manglore city is facing the water crisis without the SEZ, one can imagine what will be the case when SEZ comes up. 3) Displacement and loss of livelihoods in SEZs: Estimate show that close to 114,000 farming households (each house hold on an average comprising five members) and an additional 82,000 farm worker families are dependent upon these farms for their livelihoods will be displaced. In other Words, at least one million people who primarily depend upon agriculture for their survival will face eviction.Experts calculate that the total loss of income to the Farming and farm workers family will be at least Rs. 212 crore a year. This does not include other income (for instance artisans) due to the demise of local rural economies. The government promise humane displacement followed by relief and rehabilitation. However historical records does not offer any room for hope on this count an estimated 40 million people(of which nearly 40% area Adivasis and 25% Dalits) have lost their land since 1950 on account of displacement due to large development projects.At least 75% of them still await rehabilitation. Almost 80% of the agricultural population owns only about 17% of the total agricultural land, making them near landless farmers. Farmer’s families and communities depend on a piece of land (for work, grazing) than those who simply own it. 4) SEZ are actually land grab by the real estate mafia and the corporate sector: What are SEZ likely to become in few years time? According to a clause in the SEZ Act (section 5(2) as much as 75% of the area under large SEZs above 1000 hectares) can be used for non-industrial purpose.What will the remainder of the land used for? This lacuna in the law is likely to become a loophole for massive accumulation of Land by private players including the real estate mafia, developers and property dealers for the purpose of real estate speculation. This explains why so many of them have been buying land for SEZs. In fact it may well be the case that the rationale for the above clause in the SEZ Act is the uncertainty surrounding the Economic attractiveness of SEZs. If adequate productive investment is not forthcoming, the SEZ developer can at least cash in on the land value.Conglomerates like Reliance already own upwards of 100,00acre of land in the countrywide. 5) Loss of natural habitat, flora and fauna Massive land acquisition for the establishment of SEZs has led to the destruction Of natural habitat, flora and fauna due to deforestation. For example due to the Mundra SEZ in Kutch in Gujrat about 3000 hectares of area covered by Mangroves is being destroyed. . 6) More suicides, More crimes†¦ It is again no. coincidence that all most all the SEZs are being built only on the fringes of cities – like satellites all over again.A rough study based upon the â€Å"in principle† approved SEZs in Maharashtra shows that around 67% of the land for SEZs is within 100 km. of Mumbai. If the cities pf Pune and Nagpur are also considered, then a figure of 85% of land for SEZs is arrived at, and if Nashik and Aurangabad are also th rown then about 98% of the land for SEZs in within 100 km of these five cities. Thus there will be no real development. the rural areas will be further devastated. Farmers will commit more suicides larger slums with even more squalor will be created.There will be more crime, more communual riots, more atrocities against Dalits and more attacks and exploitation of women as always happens in the condition of squalor. 7) Ruthless Depeasantisation : However the SEZs are not the only instruments for grabbing the lands of the peasantry, millions of acres of land are taken by national and international big business for construction of Greenfield projects, private airports, tourist resorts, health tourism, smart cities, entertainment parks, building of private township for the super rich including vast areas for golf courses and luxury hotels.To provide infrastructure for super profits of local and multinational big business the state is acquiring millions of acres of fertile land to build industrial zones, golden corridors express ways including the much flaunted golden quadrangle express highways systems. This is the glaring phenomenon of contemporary global enclosures of forcible depeasantisation ruthlessly divesting the producers from their means of production, cultural moorings and commons.Adding salt to the injury the neo-liberal state is resorting to the most predatory inhuman primitive accumulation of forcing the farmers and adivasi’s out of their land when the entire peasantry is reeling under acute agrarian crisis where more than 2 lakh farmers have committed suicide in the past decade under the neo-liberal economic regime. Conclusion:There is much more to learn as well as unlearn from the Chinese experience. Until this is done, millions of poor across the country will be made to pay an even higher price than the Chinese did for following this flowed approach. India should thus work towards reforming its domestic economic rather than supplementing it with an SEZ model. It should not blindly follow China in this regard.
